Engagement Evening, the new public engagement series organized by Community Development Initiative, is honored to have the Ms. Florence Hui Hiu-fai, Under-Secretary for Home Affairs, to be our keynote speaker.

 

The development of social enterprises has long been recognized as a “third way” to mainstream economy. Characterized by corporate social responsibility, social enterprise is promoted by the government as a new channel to provide social services and create job opportunities for the disadvantaged group. The government support social enterprises by providing fund to assist development, such as the “Enhancing Self-Reliance Through District Partnership Programme” established by the Home Affairs Department. How the government policy can help in promoting the development of social enterprises? Besides alleviating poverty and providing jobs, can social enterprises bear a more important role in developing the third sector as well as social economy of Hong Kong?

 

Our guest of honor, Ms. Florence Hui Hiu-fai, would share with the audience on the agenda of the government in dealing with those challenges.

政府的社企政策

 

社區發展動力培育舉辦全新黃昏互動系列，旨在促進公民社會溝通交流。今次我們邀請了民政事務局副局長許曉暉女士，作為本次活動的對話嘉 賓。

 

香港的社企已經發展多年，一直被認為是主流經濟以外的新出路。標榜社會責任、 提供社會服務、為弱勢創造就業、所得利潤不分發給股東等，都是社企與一般企業的不同之處。政府推動社企發展以來，一直對社企提供不同程度 的支援，例如民政事務總署的「伙伴倡自強」計劃，便一直資助地區的社企發展。究竟政府未來社企的發展方向會是如何？除了扶貧和為弱勢社群 提供就業等功能以外，社企是否可擔當諸如推動社區經濟、推動香港第三部門發展等更重要的角色？
