Community Development Initiative (CDI) has been focusing on land use and urban planning policies in Hong Kong. We have organized various activities and connected different civil society groups so as to voice out the views of Hong Kong people on such policy arena.

CDI has organized the Civil Society Forum on ‘Action Plan for the Bay Area of the Pearl River Estuary’, Seminar on ‘The Property Hegemony in Hong Kong’ and had initiated ‘Land Development Concern in Hong Kong’ Program. The above activities have aroused the public awareness on issues related to urban planning and land use. As a member organization of the Poverty Think Tank Alliance, CDI have help organized the seminar on Urban Planning and Poverty. What is more we have been facilitating the effort on preserving the West Wing of Central Government Offices by joining the Government Hill Concern Group.

In response to the 1st Stage Public Engagement Exercise on Enhancing Land Supply Strategy organized by the Development Bureau, CDI propose that land-related policies should coordinate with population policy. If the government has yet defined an optimum population and respected demographics for planning and forecast the future development of the city, any means and evaluation on land supply would become immature and cannot prepare for the growth of Hong Kong appropriately. Hence, our environment, sustainable development strategy cannot be protected throughout the content-emptied discussion and planning.

Land use is tightly linked with our population and economic activities. Nonetheless, such relationship has yet been established throughout this stage of Public Engagement Exercise. The Census & Statistics Department has long been projecting the growth of population and economy in an inaccurate manner. It has resulted low utilization of major infrastructures (i.e. Airport Express, Tsing-Sha Link and Route 3). Red tapes rooted in various departments, together with penalty-free policy on vacant land owned by private enterprises, have end with disparities between housing demand and supply, producing unnecessary externalities to the property market.
